Yes, carpets can be used with wet underfloor heating but with a few considerations.

Thicker carpets and underlays reduce heat transfer, making the system less efficient and lowering heat output. 

Thinner carpets and those with lower tog ratings perform much better and transfer more of the heat from the system into the room, resulting in a warmer property and more efficient setup.
